Idle threats by Russia are counter productive, better to say nothing than to look like a loud mouth chicken. Eventually Russia will be faced with a do or die situation.

Perhaps Russia hesitates to make good on threats because doing so will mean engaging the U.S. for certain, which likely means World War III, no minor thing. Russia definitely has the capability, but does not want to rashly start WW3. As they say, Russia may be slow to saddle up, but once mounted, rides very fast.
