It depends how you define an OSCE member state. Should the signatories have signed the Paris Charter as well, or is being a signatory of the Helsinki Final Act enough? And then there are are some participants who signed neither (Mongolia, Czech Republic and Slovakia). The trend is not to invite Russia to OSCE council meetings, should we thus deduct the Russian population? I counted all members who signed the Helsinki Final Act, excluding non-signatory participants and cooperation partners. My count came to 1.283 billion. So fair enough.
