Russian military will be unhappy to hear about supply of cluster munitions. Use of cluster munitions by Ukraine will likely increase death toll of Russian soldiers in any given infantry fighting, possibly by several times in some battles, and possibly to permit deeper advances in a Ukrainian attack in the grey zones. Russia could resort to their use too, and they can be delivered by artillery, in which Russia has a distinct advantage in range, and most likely positioning as well.
