Was the NATO plan to pre-emptively strike Kalinigrad before Iran?

No, as a NATO invasion of Kalinigrad (East Prussia) would certainly have went nuclear, as would a NATO attack on Belarus.

It would have been a dastardly thing to do, no less dastardly than anything else NATO has planned, but riskier than imagineable.
