The US/EU have so many sanctions against Russia I think you need a super computer to keep track of all of them. However, they are not harming Russia at all. In fact they have done the opposite from manufacturing to agribusiness. I suspect when Joe said the US could have put on more sanctions but did not because they seek “better relations” with Russia, its more like these sanctions will do no harm and they would look more foolish.
