I understand perfectly. In effect, any EU state giving of missiles to Ukraine finances it themselves, but it also looks like its the EU funding it. An Eu state contributes to a missile fund. The same state then issues its own missiles, or buys some, to Ukraine. Then, in return the Eu pays them the cost of those missiles from the slush fund. Typical crap deceit, this time for no purpose whatsoever, just because its possible.
