Putin has said several times that he wants the people of Ukraine to ultimately have a vote on determining whether or not they’d like to re-join Russia. He has said how unappealing the idea is of trying to rule over people who hate Russia. He’s also repeatedly stated that Russia is the largest country in the world and he sees no reason and has no desire to expand that territory. Russia has everything she needs resource-wise; only needs for Russians to have more babies to grow the population.
