I looked up “regime” in the Concise Oxford English Dictionary. It says:
“a government, especially an authoritarian one”.
So I looked up “authoritarian”:
“favouring or enforcing strict obedience to authority at the expense of personal freedom”.
It seems to me that any government worthy of the name is therefore authoritarian. Try withholding your taxes, protesting in public, or even criticising the government online, and you will quickly find that your own government is “authoritarian”.
So maybe a “regime”.
US was subject to a coup d’etat in 1963 and has not had a legit “government” since.
