Because Vladimir Putin Stated that the Coronavirus Situation in Russia is Fully Under Control, that is the news supporting the headline-statement!
Anyway, Putin will be accused of suppressing the figures of Covid-19 by the World Health Organisation next, and maybe charges of Racism by Tedros Adhanom, like he did with Taiwan, I suspect Bill Gates and his cronies are working on the next episode, seeing how well this one played out for them. We will have Covid-20 and the Covid-21 strain of the Winter Flu next time.
