What is sometimes called “the balance of power” was in fact British policy throughout the 19th and early 20th centuries. In a nutshell, it meant preventing the emergence of any continental power which could challenge British maritime supremacy by setting the two most powerful continental powers at each other. It did so first, by encouraging Napoleon to invade Russia, and then (twice) later by manipulate the Germans to do the same. The results were the same in the end, accomplished by massive death and destruction..
