The munition factories in the US are unionized. American union shops focus on overtime which is paid at much higher hourly rates. Whenever a unionized factory tells the workers they need to increase production, the union tells the company that can only happen with more overtime. The union body, in turn slows down production, in order to maximize the need for overtime. The union basically holds the companies hostage for massive amounts of overtime, which drives up production costs.
