If Russia decides to start a major offensive heading west, they must be prepared for the possible full fledged invasion of NATO from across the Poland / Romanian borders.
They will not start an offensive unless they believe they are capable of not only defeating the remnants of the Ukraine military, but of defeating NATO in a unified major invasion.
That is why they have been holding back, and what they have been preparing themselves for….
