I found some useful insights in this discussion. Ref: Ukraine regime uncontrollable by CIA et al. Regarding public statement disapproving of Ukraine attacks upon Russian territory and terrorism, they come after the fact. It is entirely possible that CIA encouraged some such attacks in order to test for, and force cracks in Russian command with Zelensky’s foreknowledge at some point, that U.S. would have to publicly denounce them if necessary.
