It sounds as if Russia, China, Iran, and even Venezuela are all saying, “Bring it on”.
It really is amazing. Almost every day since the Native Americans bitterly concluded, “White man speak with forked tongue”, the US government has lied to, cheated, and swindled everyone it dealt with.

The fundamental reason why there cannot be a boom in AI is that there is no such thing as AI.

I feel quite sure that the Russian General Staff is well aware that any Tomahawk launched could possibly carry a nuclear warhead. So if there seems to be a possibility of such launches happening we should not be surprised if they take energetic preventive measures.
