As I may have observed before, the US policy is straight from “Pirates of the Caribbean”: “Take what you can; give nothing back”.

Both Israel and the USA seem to view negotiations purely and simply as a way of making impossible demands, so as to justify starting wars.
If another party shows signs of accepting their terms, they immediately make further demands.
