To run a successful partisan campaign there must be at least a handful of people that supports the cause.
There is not a handful of people who support the Anglo-Zionist puppet state in Kiev anywhere East of the Dniepr River. Perhaps that is where the natural border should fall between Novorossija and the broken shards of the Austro-Hungarian and NATO Empires.
Let them fight over what is left and the River can serve as a Cordon Sanitaire.
Kiev, of course, is a Russian capital. It always was and always will be.

One might also mention that Russia has extensive experience with counter-insurgency, in fact, perhaps more so than the US, considering that Russia had to deal with US-sponsored insurgency in Afghanistan, and in Chechnya and then in Syria. So Russia has been doing counterinsurgency for the better part of four decades, compared to the US two (unless you count Vietnam which was also not a success for the US.) The idea that things like: No majority support of the population, No track record of success, likelihood of being counter-productive, a mythical idea of control of such things by the Ukrainians, the Europeans or even the American Administration.
To think any of this would matter in the calculation is to ignore all past behaviour.

This type of thing is already underway in Ukraine and all over the world, it is not a secret.
