I vaguely recall reading about some small countries that dealt with this issue in a humane fashion, such as rewarding couples to undergo voluntary sterilization after the second child by giving them an automobile as a reward. It leaves the choice to the couple and seems humane and to the benefit of all.
It is possible without an authoritarian police state, via incentives, rewards for voluntary sterilization after the second child. It has been tried, and has been successful in some countries.
