How can breeding be unrandomize and controlled without having an authoritarian police state tho. There is no solution to this “problem” within the realm of decency. I vaguely recall reading about some small countries that dealt with this issue in a humane fashion, such as rewarding couples to undergo voluntary sterilization after the second child by giving them an automobile as a reward. It leaves the choice to the couple and seems humane and to the benefit of all.
It is possible without an authoritarian police state, via incentives, rewards for voluntary sterilization after the second child. It has been tried, and has been successful in some countries.

Incentives such as an automobile as a reward. Hmm, who’s paying for these incentives? In what socialist utopia would the other civilians be willing to pay for this, and what kind of taxes are we looking at?
What you’re proposing would necessarily require authoritarianism because alot of people wouldn’t accept that type of socialism, and for good reason.
