I wouldn’t be surprised to find out that business competitors of Russian business enterprises, who are located in the countries proposing the travel bans, are doing this to keep the Russians away from the front line business interface between Russia and Europe.
The countries proposing the ban are geographically located right there. It is early in the controversy. Countries which stand to loose from a lack of Russian tourism, Russians being the only ones having an economy capable of enabling tourists, will complain, bitterly, in the near future, at any attempt at destroying that Russian tourism industry.
