DoD has 20,000 troops in Europe TDY who are actually based back in the US. These were surge troops supposedly sent as a temporary deterrent. Stupidity of Generals. The Generals who daily ignore Trump May be short lived as Trump either loses himself or fires Generals. Both Hegseth and Waltz could lose out as well. Returning 10,000 troops changes nothing at NATO. Nor the second 10,000 troops.

Secretary of State, Marco Rubio, speaking at NATO, on April 4th, said that
“We’re going to have to spend more on national security, because we have a global footprint, and that’s the point that I think has been made and missed in a lot of places, okay. We’re going to have to increase defense spending in our country.”
So if they are closing down Ukraine, why increase Defense spending?
