Can the Iran Nuclear Program “agreement to agree” be scored a win for Iran?

Its not a final agreement. Its not even a preliminary agreement. What is the Iran Nuclear Program Deal…officially it’s called Parameters for a Joint Comprehensive Plan of Action.

Iran and and six world powers have agreed on the outlines of an understanding that would open the path to a final phase of nuclear negotiations but are in a dispute over how much to make public, officials told AP.

Now that we have the entire “deal” sorted out, is it too soon to declare Iran the
winner…winner of what we are not sure, but Iran’s Deputy Foreign Minister Abbas Araghchi took a stab at it.

International recognition of Iran nuclear program’s legitimacy is a great achievement for Tehran at negotiations in Switzerland’s Lausanne, Iran’s Deputy Foreign Minister Abbas Araghchi told IRIB-2 TV channel on Friday.

Noting his personal satisfaction with the outcome of talks in Lausanne, Araghchi said the reached agreement was a result of difficult and intensive 16-month negotiations. “This time, we reached the level of agreements that makes possible the fulfillment of all key requirements of the Islamic Republic [Iran] at talks on nuclear program. And here lies a very important achievement for our country,” he added.

“The opposite side [international mediators – Russia, US, UK, China, France and Germany] took a more moderate position at talks after we managed to build trust measures demonstrating that Iran does not plan to move in the military direction of its nuclear power engineering. At the same time, the Islamic Republic insisted on including its most important requirements in the document, including international recognition of our nuclear program,” Araghchi said.

On April 2, Iran and P5+1 group (Russia, US, UK, China, France and Germany) reached a breakthrough agreement on restricting Tehran’s nuclear program in exchange for gradual lifting of sanctions.

EU foreign policy chief Federica Mogherini said a “decisive step” has been achieved. “This is a crucial decision laying the agreed basis for the final text of joint comprehensive plan of action. We can now start drafting the text and annexes,” Mogherini said. Iranian Foreign Minister Javad Zarif called the deal a “win-win outcome.”

Moscow hailed the agreement, saying that “the agreement is a unique, most complex document which is yet to be elaborated in detail.”

The deadline for coordinating the final agreement is June 30.
