The “carrot” you are referring to is a clown currently sitting in kyiv. Not for very much longer. The U.S. has even pulled their chief predator, sorry, IMF economist from Ukraine. Thes’ve given up on Ukraine. And that, ladies and gentlemen, is a good thing.
