Calling those people “fringe characters” is diplomatic courtesy. Diplomats often have to pretend not to see what is unmistakeably obvious.
Rather as Mr Putin, put on the spot to say something about Mr Trump, called him “yarkiy chelovek”. Some Westerners pretended that this was an admiring tribute, but actually it was just diplomatic language: “a colourful person”.

How ironic for the US government to call another government “a criminal organisation”. Have they no mirrors in Washington? Relatively speaking, there are no other criminal organisations of significant size in the world.
