It is traditional US government behavior, when a counterparty shows willingness to accept a proposal, to withdraw it.

The logic, as far as I can understand it, seems to be, “If you are prepared to accept this, we are not being hard enough on you – so no deal”.

Logically, then, no agreement can ever be possible.
