You are making the common error of projecting US/Western thinking patterns on Russia and Putin. Putin neither thinks nor acts that way. Tricking the enemy into losing the war is not their thing. If Russia “is holding back” it is with the hope that at least one western leader MIGHT come to his senses and attempt to end this needless war, rather than kill thousands, cause unnecessary suffering and destruction, for no real reason.
Russia is possibly just waiting for a thorough freeze in the ground to start their “Blitzkrieg” if you will.
