It is amusing to watch Russia engage in “gamesmanship” tactics with Germany over the turbines. First the EU (through retrospective application of the 3rd Energy Package rules) and then Germany (with a slow walking approach from the German regulator) sought to delay and then finally cancel the implementation of NS2. Russia is simply giving them a dose of their own medicine , and ironically using NS1 to do so.
