Rubio’s speech at Munich expresses the US determination to return to the glory days of the Anglo-European empire, when white men ruled and the rest of humanity knew its place. Multipolarity and the BRICS are the enemy. But that era is over and it’s not coming back. The rest of the world has moved on, and the question is only how long it is going to take for the reactionaries in what’s left of the former empire to die off.
