So it seems that the South Korean army was not guided by the Constitution, but merely fell in with what seemed to be the political atmosphere.

I really don’t see how the Kiev mob can start negotiations if the Russians simply refuse to stop fighting. If Kiev wants to end it, all they have to do is surrender unconditionally as Germany did in 1945.
