You are misreading the politics. The Democrats don’t care about Ukraine. They care about keeping the borders open. They view the millions coming in as future voters and displacement of the majority they want to disrupt. That is paramount for Democrats, not Ukraine. Their next move is to try to blame Biden’s failure in Ukraine on Republicans for cutting off the money flow. That is the plan. Only if Republicans are stupid will they cave into Ukraine funding without securing the border. Democrats will never agree to that, so it is a standoff.
