My interpretation of Russia’s hesitancy to retaliate is based on Russia’s prudence and wisdom, knowing that Russia is bound to win in the end against a decadent and declining West. It will save lives and in history, it will make Russia look good and the West foolish and self-destructive.
Russia needs to balance their need to make BRICS an attractive alternative to countries looking for an alternative to western imperialism, and the domestic pressures to punish Ukraine for its many acts of terrorism that are enraging the Russian people.
Russia needs to make sure that when they do retaliate, that it is clear to the world that they are not acting rashly, and that Ukraine has continue to repeat terrorist attacks against Russia time and time again.
They have to act, but they want the world to understand that their retaliation is justified by the war crimes of Ukraine.
