I don’t fully understand why stealing Russian funds might be Trump-proof. Theft is theft. President Biden might not think so, but President Trump might have a different legal opinion. If he decides that funding Ukraïne though stolen funds is an illegal act, I would argue that he is perfectly, and legally, entitled to overrule his predecessor and to put a stop to such an illegal act. That would be the prerogative of the Chief Executive Office of the US.
