I think that Putin thinks that there is a low likelihood the US will go for his NATA redlines. I think he is attempting to inoculate Russia from the Hysteria when they actually do something. Mostly, but not entirely for domestic audience. Invasion could be avoided, or postponed, but a possible next step is send, with covert supervision, significant systems to the Donbass (Tanks, S400, Artillery, etc.) this would be proportional to the gifts donated on the other side, and also prepare for imposing a no-fly zone.
