Deniability and DIplomatic Blunder: Russia may not have denied supplying air-defence equipment to Iran, but that is certainly NOT close to an admission in this case;
When it is legitimate, or lawful to supply a soveriegn state with defence equipment, then in thhat case any denying would be silly on face value. Moreover, It would be a diplomatic blunder, joining any malicious existing narrative that has targetetted said benficiary sate as an enemy or one to be removed/taken down/snubbed/.
