Switching to big strikes when you’re losing the ground war is a desperate last ditch attempt by a flailing loser. It brings to mind the V rockets that Germany launched towards Britain in the latter stage of WWII, when Germany had already lost the war after Stalingrad, Sicily and Normandy. While it might have worked (if the V rockets weren’t so crude) due to Britain being small and concentrated, Russia is far too spread out for such an attempt to have any meaningful effect.
