Telegram are right – its absurd: Victims are responsible for reporting crime and disturbance of the peace, and police or good men for intervening, no matter where. Do we take take Highway authories/maintenance to court for crimes commited on the road? Do I as a paper manufacture get punished because two criminals corrrespond on paper in their henious plotting?
