The Fed does not set rates arbitrarily. It follows the the 2 year treasury auction, and this can be proven simply by overlapping the 2 year treasury rate to the overnight Fed rate chart. You will clearly see whatever direction the 2 year is moving, the Fed follows. The Fed uses its reverse repo account to purchase treasuries, mostly short term, to try to keep down interest rates.
