Foreign mercenaries are not legitimate combatants, and their incursion into Russia, with the intent to wage war, and capture Russian territory is a terrorist act. Trump was obviously concerned because there are undoubtedly US contractors in Kursk, and the political backlash of them being executed as terrorists, or put on trial for war crimes would be very embarrassing to the US.

The whole Kursk incursion was about as successful as the Athenian attack on Syracuse. Total disaster.
