I suspect that Ukraïne is simply short of men to defend Kharkiv. This entire scenario, as you described it, reminds me of European art museums that can’t afford a proper alarm. So they place little boxes with blinking lights, and signs displaying the name of some security agency, but the entire alarm “system” is a fake. So, Ukraïne stated that Russia’s next objective is Kharkiv and claimed that defensive preparations were being made, perhaps filmed a few scenes of soldiers moving about Kharkiv, looking alert, ..and pray that Russian scouts are not around to detect and report the sham.
