I believe that Putin made a strategic mistake, by issuing orders for Russian forces to carry out tactical nuclear weapons drills. NATO special forces have been operating in Ukraine since the start of the conflict, and even if the NATO states involved, officially declare their NATO troops are on the ground in Ukraine, if will make little difference, as they have been there from the beginning of the conflict.
