John Mearsheimer has been acute in his balance-of-power analysis of international relations, but I think he underestimates the power of Russia to finish the Ukraine war in the manner of its own choosing. Mearsheimer keeps saying that there will be a “rump Ukraine”. I do not think that Russia’s plans allow such a failed state to exist on its borders. All of Ukraine that is not annexed by Russia must be a neutral buffer zone, as shown on Dmitri Medvedev’s famous map below. Odessa will be annexed by Russia. It will be part of Russia again. The Russian army is fully capable of taking Kiev in the next few months, and they will not need to use nuclear weapons to do it. Ukraine will be fully demilitarized and de-Nazified, which were the originally stated Russian objectives, and this will happen as a result of military victory, not negotiations. Putin is increasing the pressure steadily. There is no way he is going to let this war go on past 2026. He is getting pressure from hardliners like Karaganov for a quick and complete victory, and he may indeed order a final offensive soon. But I can’t see any good reason to use nuclear weapons. Russia has plenty of non-nuclear options.
