This is a chronological accounting of the foreign governmental resources supplied to Ukraine from the change of government in February 2014 through 25 September 2026.
The purpose is to answer a question that the usual statistics for “aid to Ukraine” do not answer:
How much financial, military, humanitarian and other material support has actually been supplied or specifically allocated to sustain Ukraine by the United States and the governments and institutions aligned with it since February 2014?
The entities included are:
the United States; European Union institutions; EU member governments; the United Kingdom; Canada; Japan; Norway and other European governments; Australia and other aligned donor governments; the International Monetary Fund; the World Bank; the European Investment Bank; the European Bank for Reconstruction and Development; and other governmental or multilateral financing institutions participating in the support system.
Private charitable donations are not included.
Expenditures on Ukrainian refugees living outside Ukraine are not included in the principal total because those resources were consumed outside Ukraine.
Every amount in the accounting below is identified in two different ways.
EXACT means that an official source reports the actual monetary amount of that transaction or group of transactions. An exact euro or SDR amount may still require conversion to dollars.
ESTIMATED means that the value has had to be reconstructed, converted between currencies, or assigned to goods or services supplied in kind — most importantly military equipment.
Each financial contribution is also classified as:
DONATED — no repayment by Ukraine is required.
LENT — RISKY — Ukraine is legally responsible for repayment and repayment ultimately depends upon Ukraine’s ability to service the obligation.
LENT — SAFE (SECURITIZED) — the loan is intended to be serviced from a specifically identified external source rather than ordinary Ukrainian governmental revenues. The principal example is the post-2024 G7/EU financing whose repayment is secured economically by revenues generated by immobilized Russian sovereign assets.
A fourth designation, IN KIND, is used for weapons, ammunition, equipment, food, medical supplies and other material resources rather than pretending that these were cash payments.
Guarantees are disclosed but are not counted as cash unless they actually produced financing.

THE BROADER 2022–2025 ACCOUNTING
The preceding figures measure primarily financial support.
They do not measure the full value of weapons, ammunition, food, medical supplies and other resources transferred directly.
For that purpose the most useful independent database is the Kiel Institute’s Ukraine Support Tracker.
Kiel covers 41 governments and EU institutions and quantifies:
financial assistance;
humanitarian assistance;
and
military assistance.
In-kind assistance — weapons, military equipment, food, medicines and similar goods — is assigned a monetary value. Kiel says explicitly that these valuations are estimates based upon market prices or previous aid operations.
Therefore:
cash amounts reported by governments = generally EXACT;
while
valuations of weapons and other goods = ESTIMATED.
This is precisely the distinction required for this accounting.
2026
Kiel’s latest dataset extends through 30 June 2026.
By that date:
Europe had provided approximately €230.5 billion since January 2022.
The United States had provided approximately €115.4 billion.
Combined:
€345.9 BILLION
of financial, humanitarian and military assistance from Europe and the United States alone.
ESTIMATED, because although many underlying financial transfers are exact, Kiel must estimate the value of in-kind military and humanitarian transfers.
Using the June 30, 2026 exchange rate of approximately $1.139 per euro:
€345.9 BILLION ≈ $394 BILLION.
This is perhaps the single most important number in the entire accounting.
It means that Europe plus the United States alone had supplied approximately $394 billion of valued assistance since 2022 by June 30, 2026.
And it still does not contain everything.
WHAT IS NOT IN THAT $394 BILLION?
Most importantly, Kiel states explicitly that:
private donations are excluded;
and
international organizations such as the IMF are not included in its main database.
Therefore IMF lending can legitimately be considered separately rather than being dismissed as duplication.

In dollar terms, the cumulative post-invasion IMF financing is approximately $15–16 billion.
Because Kiel expressly excludes the IMF from its main database, this represents a legitimate additional category rather than an automatic double count.
CANADA, JAPAN AND OTHER NON-EU DONORS
There is another important reason why the $394 billion Europe-plus-U.S. figure is not the grand total.
Kiel’s universe also includes governments outside Europe and the United States, including:
Canada, Japan, Australia, South Korea, New Zealand and others.
For example, by June 2026 Kiel-related figures put Canadian commitments at approximately €14.3 billion and Japanese commitments at approximately €12.2 billion.
Not every committed dollar had necessarily been delivered by June 30, so those commitment totals cannot simply be added to the $394 billion as though all were completed transfers.
But large portions unquestionably had been supplied. Ukraine’s own Treasury records alone show billions already received from Japan and Canada.
Thus the $394 billion Europe-plus-U.S. figure is itself incomplete even within Kiel’s donor universe.
2014–2021 IS ALSO COMPLETELY OUTSIDE KIEL
Kiel begins its Ukraine Support Tracker on 24 January 2022.
Therefore the approximately:
$30 BILLION — ESTIMATED
conservative pre-2022 total established above is outside Kiel’s $394 billion Europe/U.S. figure.
THE FINAL ACCOUNTING
We can therefore construct the total without pretending to a precision that the evidence does not possess.
Europe + United States, January 2022–June 2026

IMF, post-February 2022

and
intelligence, satellite, communications and other operational services whose economic value is not publicly disclosed.
Canada and Japan alone have supplied many billions.
Additional European assistance also continued after June 30.
Consequently, the remaining amount required to pass $450 billion is considerably smaller than the identifiable omitted categories.

The most defensible present accounting is therefore:

The estimate contains four fundamentally different economic categories:
DONATED — grants, weapons, humanitarian supplies and other resources for which Ukraine owes no repayment;
LENT — RISKY — IMF, World Bank, EU and bilateral loans for which Ukraine remains the debtor;
LENT — SAFE (SECURITIZED) — principally the post-2024 Russian-asset-revenue-backed financing;
and
IN KIND — ESTIMATED — weapons, ammunition, equipment and other goods whose monetary value must be reconstructed.
The $450 billion figure should be understood as a conservative present estimate, not as an exact invoice.
It is conservative because significant categories cannot presently be assigned a reliable public monetary value.
Most importantly, intelligence, satellite reconnaissance, communications, operational support and some training and logistical services plainly possess economic value but cannot responsibly be priced when their costs remain classified or undisclosed.
The calculation therefore does not say:
“Ukraine has received exactly $450 billion.”
It says:
THE PUBLICLY IDENTIFIABLE FOREIGN RESOURCES SUPPLIED OR ALLOCATED TO SUSTAIN UKRAINE SINCE FEBRUARY 2014 NOW AMOUNT TO APPROXIMATELY $450 BILLION OR MORE.
And that figure excludes foreign expenditures on Ukrainian refugees outside Ukraine and avoids deliberately counting the same American, European or Japanese dollar again merely because it passed through the World Bank or another intermediary.
Consequently, approximately $450 billion is presently the most defensible minimum-scale estimate of the foreign governmental financial, military, humanitarian and material resources committed to sustaining Ukraine since February 2014 — and the complete economic value, if every presently unpriced service could be measured, would be higher.
