Reading Julian Macpherson’s latest piece, I was reminded of Lord Ismay’s remark in 1949 that the purpose of NATO was to keep the Russians out, the Americans in, and the Germans down. (It’s not clear that he actually said that, but he should have). By that standard NATO has failed comprehensively. There is no need to keep the Russians out, as they don’t want to come in.
