As Alex pointed out, the EU is not strictly a party to the war and Ukraine is not a member of the EU. Nor can it be legal for another NON MEMBER of the EU (Britain) to give money to Ukraine using the interest of Russian frozen assets as collateral in order to give Ukraine £8bn!
