If Mr Modi really told his military leaders that they can choose to attack Pakistan any way they like, he is crazy. The first axiom of war is that it is always fought for political aims, so the political leaders must tell the generals what they must accomplish. Then the generals are given freedom to choose ways and means.
As for the Iberian blackout, Hanlon’s Razor applies. “Never attribute to malice that which is due to incompetence”. They finally got their wish: 100% electricity from solar and wind. Moments later, the system failed because of insufficient mechanical momentum. They did it to themselves.
