So American “leaders” only had San Francisco cleaned up because China made them do it?
China didn’t make them do it. They believed that if they cleaned up Poop City it might fool the Chinese into believing SF was as glorious as before. I don’t believe the Chinese were fooled. They were able to remove the poop, but not the smell, nor the empty streets and shuttered store fronts.
