In Bridge, a game of card strategy, there is a concept, a move called, “A Jump Shift”. It requires cards and BALLS. It can and is sometimes a bluff as in poker. I think Medvedev or Shoigu should be allowed to say: We strongly encourage residents of Kiev to evacuate the city as soon as possible to prevent loss of life.
