Alastair provides interesting detail about how the CIA is able to act independently of Presidential authority. Such authority as does exist is based on an accumulation of “Presidential findings” that go back decades and never lapse unless they are specifically canceled by a president. This gives the CIA a lot of latitude. What is worse, the CIA is able to seek independent sources of funding from other countries such as Saudi Arabia. That means independence from US government control. Alastair does not mention another independent source of funding, which is the drug trade.

In speaking of Israeli complicity in the October 7 Hamas attack, I am surprised to hear Alastair offer an explanation that seems to exonerate Netanyahu, namely that the Israeli mentality was that Hamas would never dare to try it. He does not discuss the possibility that there was a deliberate standdown by Netanyahu and others who wanted them to attack, not thinking that the attack would succeed, but wanting a pretext to “finish the job” of exterminating the Palestinians. I think it was more like that. Bibi’s political opponent General Eisenkot will certainly make that case it the coming days.
