Pandemic means worldwide – from the Greek pan – meaning “of everything”
You can’t have a UK pandemic; you can have a UK epidemic.

But you can have a plan that your country will follow in the event of a pandemic. Thus it is Uk’s plan. Not UK’s pandemic.

Of course a pandemic means worldwide. However, it needs huge numbers to make what is a relatively mild infection considered a pandemic and that’s not happening.
