The average testosterone level for an American male is a range anywhere from 270 to 1070 ng/dL with an average level of 679 ng/dL.
When a crew from Buzzfeed got their testosterone levels checked as part of an investigation into male attractiveness, 3 out of 4 were apparently low.

The Buzzfeed crew got their testosterone levels checked as part of an investigation into male attractiveness.
They were startled when their results came in.
The man-boys at Buzzfeed scored extremely low when compared to a normal male.
In fact their testosterone levels closely matched those of a 12 year-old boy.
Eugene was the only one of the boys to have normal testosterone levels, though he was on the low end of the normal range.

Ummm. “More likely to be…” is a very unscientific “finding”.
However, given the rapidlyt dropping sperm counts among AngloEuro males, it would be interesting to see if there if any correlations. Also, I wonder what the average testosterone level is compared to men of other nations.
